It´s not ignored. In fact, each entry in a CTT is linking a cargo, defined in a cargo/industries .grf, with a corresponding ID in an action 3 and/or with a bit in a vehicle´s refit mask in a vehicle .grf.my real confusion now is, what is the cargo translation table useful for, if the contents appear to be completely ignored?

To have random appearance wouldn´t be a technical problem, just if I´d like it that way. OTOH, you may always switch engines with CTRL in the depot view.
