FIRS currently fixes 50% of this problem: you can stop industries closing.
The 'prevent industries opening' parameter is not implemented yet, but will be. It's designed for scenarios and should solve what you describe. Meanwhile, enjoy ECS

Lol, also andy, Ive started on this FIRS extension, do you mind if i use the graphics you already have drawn for the extension, such as the incinerator?

As long as you comply with GPL, it's fine

As already stated, you cant do that on a scenario editor.
you can't(*) change GRFs or parameters in the scenario editor either.
(*) At least you strongly shouldn't, as you cannot possibly judge the consequences.

Got a little problem here. Using NARS2 with the latest nightly (r1994) results in regearable locomotives not being able to regear and they hold recyclables

I'd like to ask how up to date this page is? I need the FIRS caro IDs, but as I see there is a few reserved row, which I think is in use now. Can you write these missing and the incorrect ones?

BUT: if you code vehicles DO NOT use (those) cargo bits. Use a
cargo translation table and
stop worrying about how cargo bits are used in other sets, define them yourself.

Cargo IDs in FIRS are not fixed until it reaches version 1.0.0. There is also a bug with recyclables using the ID reserved NARS regearing cargo, so at least that one is bound to change.
If you are planning a vehicle set IMO it is better to not rely on IDs and use cargo labels and classes instead. They are more flexible and changes in FIRS source code will not affect vehicle sets that use them (unless the cargo classes themselves change, but I don't think any further changes in that direction are planned). Cargo labels and classes for FIRS cargos are specified here:

If you are planning an addon for FIRS or something else that defines cargos, IIRC FIRS reserves some cargo IDs for this purpose. I'm not sure which ones, though.
