To be sure if it never was one would have to revert the revisions planetmaker mentioned and test again.
But lets just assume that it wasn't and blame Devs.

ps:
I only checked the glitches and have not actually tested if it still works correctly as intended. That will be for my next game ...

Regarding an issue that came up here...

I'm just wondering why this grf disables all default buildings? Surely it would be better to leave anything introduced later than 1930, as the behaviour of those buildings does not need to be altered.
