steady economy , lol

I set my game to steady economy, but still industries decide to cut down and after a while they dissapear !
needles to say, this is bad for my trains profit
is this normal in a 'steady' economy

Are you actively using the industries? If so, then I'm not entirely sure... industries do randomly half and double now and then, but if you're using one actively, it shouldn't just shut down or go lower and lower (it's possible, but unlikely).

it happenend several times, but i will try to find a savegame of it
i wonder if someone else has this problem
i had it with oil wells, i was doing an excellent job and the oil wells had disappeared leaving my oil trucks waiting, only saw it after a year when i checked my profits

That also happen to me, I usually use the Steady option, but when I used it 2 to 6 factories close.

I still think is a problem of using or not the facotories as orudge told you!

Oil wells in the temperate climate are notorious for closing down. Don't bother with them - it's hardly worth it.
