Regarding Res#4: Shouldn't it also include Hydrogen Bombs. We like them because they make even Bigger BOOM!

Hydrogen bombs are covered in this resolution already..
a) shells, missiles, bombs or other munitions which purpose is to initiate a nuclear chain reaction of any kind when detonated or otherwise activated on earth or in space;

The PRZC has voted against Resolution #4. We believe that it is biased towards those nations already in possession of nuclear weaponry, by merely 'urging' them to 'decrease' (not eliminate) their vast stockpiles, while expressly 'prohibiting' others from developing such technology at all. We refuse to vote for any measure that removes our right to develop nuclear technology but does not set a fixed deadline for those countries possessing it to eliminate or even reduce their stockpiles. If this unfair resolution comes into force, we will not consider it binding, and will proceed with nuclear development if at any time we consider it to be advantageous.
I think this is entirely settled in the SOLAS, doesn't it?
No, the parts about safety are. The subclauses maintaining navigability are not.

But the clauses about navigability are impossible to execute:
5a is just normal construction demands for economic vialbility. Unnecessary to put into law.
6+5a implies the Bering Strait Bridge has to be modified everytime a bigger ship is launched?!
5b+5c every ship has navigational charts so tugs and so forth are unnecessary. It is part of seamanship of the captain and the crew.
Only local radar beacons could enhance the certainty of the position of the ship with respect to the structure.
Ligths are only necessary when the structure is tall and could therefore pose a threat to airplanes.
7. is normal in construction to prevent demonstrations, lawsuits and thus delays.

The International Council of Nations,

UNDERSTANDING the positions of both Canaduh and the United States;

HAVING TAKEN NOTICE of the unreasonable force used against the civilian population of British Columbia, Alberta and Yukon Territory;

CONSCIOUS that these territories are currently part of the United Sates;

CONSCIOUS that Canaduh does not recognise this border;

TAKING INTO ACCOUNT the right of self-determination owned by the population in British Columbia, Alberta and Yukon Territory;

MANDATES a peace mission into the area consisting of:
a) ground troops under ICN command, hereafter referred to as the peace force
b) a no-fly zone valid for all military aircraft under the direct or indirect command of Canaduh or the United States over the disputed region
c) closing the territorial waters that this region could claim in case of independance to military vessels originating from - or under the direct or indirect command of Canaduh or the United states
d) access to the disputed regions by individuals or groups whos intend is to aid the local population

DECIDES that the peace force may not include soldiers or other personell from Canaduh or the United States;

ORDERS the peace force to protect and give aid to the population in the disputed region;

ORDERS all involved parties to adhere to an armistice and negotiate a solution;

ORDERS the rebel groups to surrender their weapons;

DECLARES that the disputed area will be self-governing until a solution is found

Canaduh has cast a white vote, because we do not find it appropriate to make any judgement about a resolution which applies to our actions.
And it would be inappropriate to allow Canaduh to influence the result of the vote while USA cannot.

Res 3 was already past the majority for acceptance, res 4 is still busy, but is halted due to the higher priority of 6 and 5 hasn't been started.

They were passed/rejected as soon as a majority was present. Four has been repealed to allow the resolution regarding north America to be voted on. I will bring it back up for vote later.

Resolution five is also still in queue

Kiran amendment to the resolution:
We do not agree with the following section: "ORDERS the rebel groups to surrender their weapons".

We believe this is not a fair decision becuse:
1. the USA has much more military capabilities
2. the USA is de facto responsable for major attacks on civilian population
3. this will prevent the rebel party to defend themselves in case of an USA violation of this resolution.

We demand another paragraph which will declare a completely demilitarized zone in disputed regions, with BOTH parties leaving with all their military forces.

Regardless of this, Kira is interested in joining the peacekeepers' mission, however our final decision will depend on this amendment.

After further careful consideration Kira has decided not to vote at all regarding this North American resolution unless our amendment is implemented. Also, in case of non-implementation, we will not participate in a peacekeeping mission.

Unfortunatly I can't amend the resolution once it has been put up for vote. I suggest that we disarm the rebels and form an official army consisting of the same people with the same weapons, but under control of the new central government. Would that be acceptable?

We think this is entirely fair. If we do not hear from Joshua within the next two weeks, we will resume our attacks and crush the rebels.

Resolution #6 passed and is to be implemented. I'm repealling #4 for now, I want to adapt it before bringing it up for voting again
