@Kasper: Can you change our Countries name on the Start so it resembles our full name. We are 'The United Kingdom of Great Britain'

@ KasperVld : eh.. you should remember that this is worldwide (well, despite centered in the Euro), players may come from every place in the real world, so could you set the deadline for every poll to cope with it ?

Technically Res.#1 would allow weapons to be classified as Medical Supplies. Shouldn't there be an extra line stating that medical supplies cannot have harmfull effects as first and major purpose? (thus a scalpel is medical supplies and not a weapon, although it could be used as a close combat weapon)

The International Council of Nations;
1. DECLARES that, for any nation with a coast:
a) The waters within 12 nautical miles of that nation's sea border should normally be counted as its 'Territorial Water', over which the nation shall have sovereign control and may enforce any and all laws of the nation in question.
b) All of the waters within 200 nautical miles of that nation’s sea border should normally be counted as its ‘Exclusive Economic Zone', within which it has the sole right to harvest natural resources, but otherwise considered as international waters;
c) All of these zones also include the floors of those waters.
2. PROCLAIMS that waters that are neither territorial nor within the exclusive economic zone be considered 'International Waters';
a) National jurisdiction is to be extended to vessels registered in that nation traversing, and on offshore installations located in, international waters and the exclusive economic zone;
b) Nations are prohibited from intentionally placing devises that may hazard shipping indiscriminately in international waters, including but not limited to sea mines.
3. AUTHORISES that the sea border is to be considered to be at the point where waters meets the land at low tide, or an estimation of where fresh water meets salt water where the coastline is disrupted by river, etc., mouths,
4. DECLARES that any waters bordered by a single nation’s shores shall are to be considered as that nations territorial waters;
5. NOTES that possible issues of overlapping claims be resolved as follows:
a) The boundaries between the territorial waters of nations that adjoin each other on coasts shall normally be straight-line continuations of their land borders;
b) Any waters where two or more nations’ claims would overlap shall be divided along the line of points which are equidistant to the shores of the countries;
c) Nations with overlapping claims may voluntarily agree to divisions along other linesthan these, as long as they are not to the detriment of the claims of other nations and do not encroach onto international waters;
d) Where two nations’ shores are less than 25NM, and greater then 2NM, apart a median channel of 1 NM width shall be between them, and will be treated as international waters, except in the case of archipelagic nations.
6. ENCOURAGES member nations to respect these rules in their interactions with non-ICN member nations that also accept these limits, and reach similar agreements with non-members,
7. DECLARES that any disputes regarding the borders of territorial waters, etc, shall be settled by the International Court of Justice.

Next in line, Resolution #4: The non-proliferation of nuclear weapons resolution
The International Council of Nations,
CONSCIOUS of the fact that few countries currently posess nuclear weapons;
REALISING that the proliferation of nuclear weapons could pose a threat to global stability and security;
DEFINES nuclear weapons as:
a) shells, missiles, bombs or other munitions which purpose is to initiate a nuclear chain reaction of any kind when detonated or otherwise activated on earth or in space;
b) radioactive materials or any objects containing radioactive material which do not initiate a nuclear chain reaction but which purpose is to distribute radiation to cause physical harm;
REALISING that certain commercial products use a low and safe amount of radiation required for their function and must be excluded from the category of nuclear weapons;
ACKNOWLEDGING that under custom law nations who currently posess nuclear weapons retain the right to maintain their arsenals;
BELIEVING that the proliferation of nuclear weapons is against the common ICN goal of promoting global security;
PROHIBITS countries not currently in posession of nuclear weapons to plan development or acquisition, to develop and to acquire weapons of this nature and;
URGES nations who posess nuclear weapons to do everything within their possibilities to decrease the amount of nuclear weapons and increase the security of storage facilities.

We have a Resolution #5, related to #3:
The International Council of Nations;
1. CONSCIOUS that bridges, tidal barrages, artificial islands, oil rigs and other large marine structures are becoming increasingly common;
2. REALISING that such structures can represent an obstruction to shipping;
3. DEFINES an Extra-Territorial Marine Structure to be any permanent (in place for over one month) structure placed or constructed in the sea that:
a) Is not entirely contained within Territorial Waters; and
b) Has any component not in Territorial Waters that is:
i) Less than 25 metres below sea level at low tide; and
ii) Less than 125 metres above sea level at high tide; and
c) Larger than three metres in any horizontal dimension.
4. PROCLAIMS that in the case of structures surrounded entirely, to a distance of at least 1km, by water that is not the Territorial Water of any nation; //For oil rigs, artificial islands, etc.
a) The structure may not exceed 800m in any horizontal dimension;
b) A radio beacon, and light must be fitted to the structure and permanently in operation, a foghorn should be fitted and used appropriately;
c) It must be demonstrated that any vessel that would be able to pass through the water occupied by the structure would be able to pass it, with no more than 1.5km of additional travel distance.
5. PROCLAIMS that in the case of structures that are partially within Territorial Waters; //For bridges, tidal barrages etc.
a) Provision must be made such that any vessel that would be able to pass through the water occupied by the structure would be able to pass it, with no more than 10km of additional travel distance. If this includes the provision of openings or channels, these must be able to accommodate a hypothetical ship, 150% larger in each dimension than any in existence at the time. Locks, boat lifts, and similar mechanisms that may cause delay do not satisfy this requirement, regardless of size;
b) Radio beacons and lights must be fitted to any openings or channels provided under (a); if necessary, pilots or tugs must be made available, at the expense of the bridge owners;
c) Radio beacons, lights and foghorns should be fitted to the structure in such a way as to make its position and shape clear;
6. ENCOURAGES nations already possessing such structures to make any modifications necessary to meet these requirements;
7. ENCOURAGES nations building such structures to consult all relevant parties prior to construction.

Resolution 2 was rejected with 2 yays and 6 nays. Moving on to resolution #3: International waters
(I voted nay on resolution #2 because no exceptions were possible to enforce the embargoes etc... that the resolution is made for)
