Wider Support for Partial Sprite Replacement via Action5

Is there any particular reason for the partial support for partial replacement of OpenTTD specific sprites via action5? E.g. it is not possible to only replace the electric rail GUI elements via the following code:

I could really use wider support for partial sprite replacement for my double size gui grf.

I have the same problem. It would be a nice feature.

*Nudge* Is there any sign of support for this? I would hope it would be quite simple...
