Recently I've tried to play an arctic climate scenario under TTD Win + Patch alpha 33, and here's what I found happen when the ships list is activated:

OK, thank you. There's another strange thing that happens in the Arctic climate that I can't explain: in rare occasions vehicles set off towards their destination ignoring the Full Load order. First I thought that was a glitch in the beta version of Planeset, but trains sometimes also do that. That's very strange and looks like the long awaited 75% full load option of the patch

They take off when they are getting too heavy to pull for the engine, if you have enabled realistic acceleration.
