my towns won't grow

I started a new game. In the settings the town growth is set on normal. In my city there are five bus stops and a railway station. But the city won't grow. In previous games I never had this problem. Hope you can give me the solution.

What is the environment? Are you in temperate still? I ask because Sub Arctic (needs food) and Sub Tropical (food & water) has different requirements for growth, to my knowledge.

Check if you have any Game Script loaded.

Without a saved game it's impossible to tell anything with certainty, but most likely your stations are too far away from the centre and/or not serviced with enough frequency.

Some towns need Mail delivery before they will grow.
Are you delivering any mail?

the towns are near and mail is delivered. When I start a new game with the same settings everything is ok. I think I better discard this game and start with a new one.
