Road Vehicles overtaking of broken vehicles

On a one-way road vehicles should always attempt to overtake a broken down vehicle. Otherwise what happens is on the screenshots. I was playing online, playing RVs mostly - running about 500 of them and at one point the major bottleneck was caused by constant traffic jams caused by breakdowns - even though traffic was running on one-way roads, so there was plenty of space to overtake the breakdown.
