How do i make from old ttd mod grf to openttd?

I found mod that i would like to play ,but it is not newgrf and i don´t know if i can make it newgrf.

I found ČSD multiple electric set from locomods website that dont´t work anymore.

Isn't that a mod for Chris Sawyer's Locomotion? That's a different game.
