Is ther some kind of setting were you can change how much money you start with?

You can change the max initial loan in settings, allowing you to loan much more at the start of the game.

Otherwise, you can open the cheat menu with the Ctrl+Alt+C key combo, and give yourself money that way.

Oh, okay. Is there a specific thing that i have to say for the cheat?

One more question, how do i change the production value on a industry?

Either in the scenario editor, or in game with the cheat enabled, you just open the industry window by clicking the industry. Then there should be a pair of arrow buttons next to the production numbers.
