Sea level altering dams.

altering sea level has all kinds of weird side effects, but you can get pretty close with an object that looks like a dam, and placing lake/river tiles behind it.

Yeah not expecting any actual game mechanics implementing water manipulation, It was nice to doodle up though. ^^
