Having connection issues with dedicated server

So I have been trying to get a server running for a few of my friends to play on. I have followed the guide on the wiki on setting one up. I am not sure what is going wrong with the setup. I am able to get local connections working, but cannot get it to show up in the server list.
The server is running on Linux Mint behind a PfSense Router
I have 3979 tcp/udp forwarded, and 3978 udp forwarded. I tested and these are able to reach the computer, and are being listened to. Direct connecting using the public facing IP address does not work. Other game servers when set to this port work just fine, so I am not sure if it is a port forwarding issue. There is no local firewall that would be interfering.
There are a few similar threads, but the solutions all say "check this [LINK]" with a dead link.
Y.Y.Y.Y is the correct broadcast address
X.X.X.X is the correct local address that it should be listening on.
Is there a Linux specific step I have missed? Is there something super obvious I am missing?
