Bribe doesn´t work

In all my cities i cannot bribe the local autorities.
patch 2.0.1.29w, bribe on in ttdpacht.cfg

There are three reasons you cannot bribe the local authority :
- not enough money
- last bribe was discovered by the investigators (half year no contact with local authority)
- your ratings are over exellent already
If those are not applicable to you then I can't help you.

Sometimes having maximum money can also cause it to go funny

rating: misc
Discoverd: never in this save
it works in *very* few cases (i can bribe the locals 1x in that game)
Are there any changes done on the algorithm in hte last alpha?
the entry isn´t shown in the city-menu...

you have probaly connected all citys and they all have ratings at full

Can you post your ttdpatch.cfg file ?
And a savegame ?
