I agree with Arathorn here. A freely moving camera with four preset positions could be a nice compromise.

It would be a good idea to include "in train" camera, but graphics would look really bad when viewed that close. For that camera to work "fine", all the objects and textures should have much higher detail and resolution than planned, which will slow down the game and as a result it will not be "playable" on most PCs.

For this type of game, several meshes is overkill. Anyway, a good example of how this is done is Trainz, where if you use anything except the highest LOD, holes start appearing. I personally think that you should usesimple models with a built in editor, like Vlakosim or Rail3D classic
