Allow building of bridges over locks and locks under bridges. The patch is incomplete, drawing of vehicles on the bridge ramp isn't that great.

An alternative version, requiring a higher bridge height .

I wanted it to be glitch free, but not at the cost of raising the bridge height. I don't like the limitation it imposes for water construction, which by itself, is already quite limited and hard to handle.
