Latest download, can't use scenario tutorial

I'm on windows; found this game a few days ago... finally got around to digging into it.
I clicked on start scenario, found I had none, used the downloader to get tutorial, it downloads into users/me/documents/openttd/content_download. But stays there. and I still have no scenario to load.
if I copy the downloaded files out one directory, i still have no scenario to download; the downloader has green dots indicating that I already have the download....

It's best if you download those contents from inside the game instead of via the browser.
Click on the "Check Online Content" button in the game and see where that takes you. You'll be able to find those tutorial scenario etc.
There's also "Check Online Content" in the Play/Load Scenario dialogue.

was from in the game (under the scenario button though... not the dialong from main menu which I couldn't find the download but I'll try that in a moment.
ya... digging through the massive list from main menu worked... files still look the same... that is sitting in content_download as tar's...
so - bug - the content download from load scenario dialog doesn't work.

Remove all files from your "users/me/documents/openttd/" folder. It's possible that you messed something (WARNIG! there are is all your saved configuration, saveames etc. so make a backup if you think it's relevant).
Start the game. Click "Check Online Content". Select "Scenario | Beginers Tutorial", two other items should select automatically: "GameScript | Beginers Tutorial - GameScript" and "AI | Beginers Tutorial - Ship IA". Download all three. Then click "Play Scenario", a dialog should pop-up pointing to the default scenarion directory (users/me/documents/openttd/scenarios). The scenario should be there.

I did delete all files before posting the first time, running the game it asked to download new GFX resources... and used the 'Check online content' button in the scenario loader in case it was a partial download or something; I had tried to download something else and canceled it 'cause it was taking so long. (so twice it didn't work this way)
This last time I also deleted all the filed, but used the Check online content button from the main menu which shows a longer list of contents, and that worked to download 'Scenario - Beginner Tutorial'. That download worked.

The tutorial scenario have two dependencies. An AI and a script. You might have downloaded one of those in your first attempt?
Good or bad, but both the AI and the script are hidden once downloaded for regular users. This is to avoid you wondering why the Tutorial AI and Script doesn't work when you add them to any other game than the pre-manufactured tutorial scenario.
What might be a good idea is that the Script and AI content is hidden in the scenario download list until you select the scenario for download. Because hiding them totally would mean that OpenTTD would download things you are unaware of which would probably be a bad idea. I might even have started to code on a such patch some time ago but never finished it.

There are 2 files that are in the 'good' and not in the 'bad'
content_download/newgrf/manual_industries-2r5.tar
content_download/scenario/beginner_tutorial-17.tar

I didn't select 'scenario' beginner tutorial I selected "Game script' beginner tutorial. Sorry I'm a noob

was just what I saw that was 'beginner ' or 'tutorial' on the front page

In fact opening the online content window from play scenario showed a full screen of other content than scenarios. Not so useful when looking for a scenario to play. So since r27444, it will only show non-scenarios when those content has been auto selected as dependencies, so you still know what will be downloaded. It is included in last
nightly.
