Is there some way to modify settings for cargo distribution besides the GUI?

What I am looking to accomplish is to try setting the distance penalty to a negative value. Not sure if this would have the intended effect, but I would like to try.

My reason for this is that I would like for passengers to favor a further destination over a closer one.

Doesn't changing the distance penalty (Effect of distance on demand) to a low value solve it? I already have quite a lot of people traveling long distances (some high speed lines that cross the entire map), so I don't see why you really want to have a negative value.
