does anyone know if the cheat menu is accessible on Openttd Android or why the heightmaps dont work.

Heightmaps should work, as long as they were made with a un-patched version of OpenTTD. You can either download them from the in-game content service, or find the directory where OpenTTD is installed on your device and put them in the /scenario/heightmap folder.

As for cheat menu, that I don't know about.

To get the cheat menu click on the '?' icon and select 'console' in the console type 'cheats' (without quotes) and voila you have the menu.
