maybe a savegame with config files ??
it looks like trkfound bad ... maybe you disabled buildoncoasts/slopes ?
but it more looks like broken savegame ... anyway we need files
*have you tries reinstall ttd/ttdpatch ?

btw. don't use interlaced png images (use without interlace option)

I think it might be over the 11000-something sprite limit. This means the track foundations are marked as "available", but the sprites couldn't actually be activated and so they look wrong like this.
