There should be a in game feature that enables you to stop towns building roads. By doing this you get a better town growth. If you want more town buildings you build the road network, the town council does the rest. this feature was on a early version of Open TTD & my town grew to a population of 15000 at one point

What version of OpenTTD are you using anyway?

Thats the version i was on about that i used originally. But due to my old computer dying & having to re-download the game i'm not able to use that function anymore

That option has been in the game for a very long time. What computer setup do you have that doesn't allow you to run v1.3.2?

I'm using the latest download on Windows 8. I've looked at the links planetmaker provided & managed to stop the town building roads through altering the config file.

It should be in the advanced settings menu, but maybe it is hidden as you don't display all settings? I don't know at what level this specific setting is placed.

Some of the advanced settings are still available but not all of them, the missing ones you have to edit the config file

A lot of settings are indeed only available through the config file, but the setting to allow towns to build roads should be in the menu and therefore there is no need to modify it in the config file. Next to that, it is a game setting that is stored in the save game, so changing it in the config file will not affect your save game.

I suspect it's being hidden by the "Show Basic/Expert/All" settings doodad.

The settings that came up on mine were basic settings & didn't show all of them!

Exactly. It's not a basic setting and as such hidden. You need Expert/All in order to see all settings offered by the game.
