Oil rigs not generated when generating a new game?

Hi. Is there a reason why Oil rigs aren't created when generating a new game, even if the starting year already permits their spawning?

Just a wild guess without seeing your particular savegame, but typically there's a default limit between the edge of the map and water where oil rigs can be generated. You may want to check your advanced settings. This is assuming you're using the default industries and not a NewGRF industry set.

oil rigs are never created at game start, instead they have an increased creation rate during the game.
