Okay so this has already been posted once, but I am getting the same error with the Megapack install that the other user had. I did reinstall it again, and I got the same error. My system specs are:
Windows 7 Home Premium 64 Bit Service Pack 1
AMD Athlon II X2 220 Processor 2.80 GHZ
3GB of RAM
1 TB HDD
GeForce 9400 GT 1 GB Video Card
If anyone can help me out I would appreciate it, thanks.

what is your default web browser?
It sounds like a browser issue (chrome, a firefix plugin maybe)
Can you pm me the log files for the pack you're having an issue with?
you can find it in "C:\Program Files (x86)\Atari\Locomotion\Chicago_Locomotive_Works\Logs"

My default web browser is Chrome. I have only a few extensions that I use. Could AdBlock be causing a problem with the download? My web browser language is English, and my default system language is English as well. I have never had this issue when I had Windows XP Home in the past only now.

The logs are fine...
I see that you only install the cargo pack and noting else.
everything is in place. The web-installer part installer relies on whatever your default browser is.
I have tested chrome with now issues. and i have tested ad-block in firefox with no problem not with chrome.
I noticed you did not do the web update. if you could try reinstalling with that option and report back. the webupdate removes the flash dependencies.
I'll install chrome with ad-block on my test box. and see what happens.
In case this is not solvable for you, there is a manual work around.
there are auto installers in the :C:\Program Files (x86)\Atari\Locomotion\Chicago_Locomotive_Works\Objects" folder named packname_transfer_utility.exe (it looks like you already found this.)
you could also dig the DATs out of the hive manually.
keep in mind though that the installers do make some logical choices for you based on selection and whats in your objdata folder.
there are duplicate named dats that are not the same based on whats selected. some things like the provo installer that removes dats from objdata for stability.
EDIT: I tested adblock on chrome. still works (with and without the update). I am not sure what else is stopping it.

I reinstalled it with the web update, and I still got the same error. Maybe I will try a different browser, and redownload it again with a clean install of Locomotion, and see what happens.

I just wanted to say that I finally got it working now. Despite getting the error over and over everything got installed when I went to the scenario editor in-game.
