This has probably been done but I made some Kanto region scenarios from the Pokemon games.

There is two files one that only has a couple industries to be accurate and another "playable" version with industries.

Your screenshots are terrible, the game does have its own screenshot facility without requiring you to press print screen and paste it into paint.

Very original idea, like it.
