Thats (O)TTD(P) not Locomotion...

Best thing to slow down city growth is to use the Boundry Fence. You download it from this topic: http://www.tt-forums.net/viewtopic.php?f=40&t=47156. If you place it around the town growth stops, if you then remove it growth starts...simple !
