Can I download any program for TTD that does this?
I've got XP and the DOS version, but it doesn't work

He wanted something to convert DOS savegames/scenarios to Windows ones.
YOU DON'T HAVE TO DO ANYTHING, THE WINDOWS VERSION WILL PICK THEM UP AUTOMATICALLY!

From personal experience, I assure you that DOS games work under the Windows version of TTD, but not vice versa.

Vice versa works fine too if you have TTDPatch 1.8 or later.

We didn't realize it at first either, but Marcin noticed that 1.8 fixed this "accidentally".
Later we figured out what exactly caused it to suddenly work, and it was an unrelated bug that was fixed in 1.8...
