Trains are not accepting everything being produced?

I had a randomly generated map with a whole bunch of coal and iron ore mines all bunched together, and a steel plant not to far away. I set up a track like this:
Steel plant ----- Coal mine ----- Coal mine ----- Coal mine ----- iron ore mine ----- Coal mine ----- iron ore mine
I built a train with four locomotives and about 30 wagons. I set it to stop at the steel plant and last iron ore mine, so it will get all the stops inbetween. The first time it went its route, it filled up all 30 wagons. But every route after that it picked up less, until not even three wagons were being filled. If I click on the mines they will say things like "270 tons produced (7% transported)"
Why is it doing this? I know everything was set up right since the first few times it ran its route went fine.
I am a little new to the game but so far I understand most of how it works.
