How do I name towns? Can I design towns?

click on the town name, then there opens a window where you can rename and grow the town. the only way to influence town growth is to lay roads by yourself.

And then you can toggle the "forbid towns to build roads" setting in Advanced Settings so they will only construct buildings along the roads you lay.
