But at some times, switching happens very often. Like when its dependent on types of cargo transported and you have only 1 coal transport in the month. You keep switching back and forth. That would get annyoing I think

This news are only delivered if a manager reaches a status higher than he ever reached before. This is to prevent too many news about promotions.
