The Scenarios and Saved Games forum is for scenarios and saved games. Other downloads should generally go in appropriate forums (eg, Graphics forums).

Downloads are attached to posts in topics, and may be available on websites of different projects. Those website should in general be linked to in Linkage (link in sig). For GRF downloads you may want to try GRF Crawler (link in sig too).
