why don't road vehicles have traffic lights

this will improve the speed vehicles travel at and with some lanes added it will separate difference direction of traffic.

Chris Sawyer even tryed it in Locoomotion and removed it while it was in early development. I'm fully aware of what a traffic light looks like, but it's not like you made it very clear. Road Vehicles don't have traffic lights, roads do.
This has been discussed a few times - mostly we came to the conclusion that there's not enough traffic to need traffic lights.
