Is it possible to make big model and then decrease its size to fit to the TTD?

I should imagine so but you'll probably find it easier to just draw it in the TTD scale in the first place.

If you get a good graphics program like The GIMP, it'll let you zoom in to about 2000% so that should be ample.

Even Paint can zoom in to 800%, which would probably be enough for anyone. There are a lot of good reasons to use a more powerful program, but if you only want the ability to zoom then Paint should be fine.
