Loco graphics for open/ttd

Does anyone have done conversion of locomotion graphics for use in ttd.
I know it's illegal, but has anyone came to this?

http://lidars.narod.ru/Index.files/Page1168.htm) has already done and it was a failure. He coded ships from Loco and nobody is using them.
