Change town name language in scenario editor

Proposed patch:

Allow changing town naming scheme in scenario editor.
It's just disabled there, and I haven't been able to find a good reason for it (though there might have been one, once).
It's very annoying: you make a landscape, only to find out then that the town naming scheme isn't the one you wanted.... Damn!

Updated the patch. It now includes also a GUI button (scenario editor only) to give a town a new random name with the current language set.

I would suggest to rename the button to "randomise town name" instead, this could be interpreted as randomizing the whole town (whatever that would mean).

I was lazy and reused an existing Randomise string :) but, point taken, I'll add strings for the button text and tooltip.
