Can someone tell me what 'X2' means next to the capacity of a wagon or train (as in in the screenshot)

That is the freight train handling, all wagons now weigh twice what they used to. It makes freight trains behave more realistically.

Can't the weight of the vehicle just be altered or is that to do with GRFs?

It is somewhere in the patch configuration, it is nothing to do with the GRFs, it just makes the gameplay more realistic.

You will prolly have to do dual-headed trains if you put it to.. Well, 5-7 is pretty good IMO

It's not the weight of the vehicle that gets changed. It's the weight of the *contents*.

Actually, no.
Newgrf can control the weight of a single unit of cargo, but that setting applies to all vehicles. It cannot make cargo weigh twice as much when being carried in certain vehicles or types of vehicles.
