Could that be because grfcodec is the only required tool?

Well, if you want to do image work, you also need something that can handle PCX files, but there are hundreds of those.

All I use is:
- Paint for making my graphics,
- Irfanview for convert png-->pcx and pcx-->png,
- grfcodec for encoding and decoding files.

If you'd actually run through the tutorial, so many things would become so blindingly obvious so incredibly quickly.

I suggest you do so, rather than asking questions that you could answer for yourself with under thirty minutes of simply following the instructions.
