i want to use the loco tool but i can't figure out how? can someone tell me how in an idiot proof way?

There is even a readme, if you cant find that; then you are a real idiot

all the readme says is drag&drop into loco! what loco file? and what do i do next? and how do i edit the xml file? when i double click the exe it has that
p: change company colors

and all of that. then if i hit one of the letters it does nothing

All of your questions are answered in the readme.txt; only thing you need to do is read.
