1: why not?
2: I can't remember what Eastern European letters that can be used. Some can be used, but not all
3: it's namegen.c. You can get it from the source or from
http://svn.openttd.org./cgi-bin/trac.cg ... namegen.c/
Names are made of different strings (some of the strings are just one letter) that are put together. Ask if you got problems with understanding how it works

You should NOT edit the english.txt and translate it to the latvian language, instead you should email Mihamix (
http://translator.openttd.org/ and press cancel in the prompt), he should add the latvian-language to the translator system and now, using your browser, you should translate the english-text-string to latvian
For the townname generator, you'll have to wait for an coder

2) Anything in Latin-1 (ISO-8559-1), with exceptions as listed
here.

Read the readme.txt, it's all in there.
It's not ISO8859-1, also ignore the link to the TTDPatch Wiki, this is not TTDPatch

1) Go to:
http://translator.openttd.org/
when it prompt for your username/password, hit the CANCEL button. There's a hyperlink with MiHaMiX's email adress. Mail him with the request you want to be a translator for the Latvian language. He will create an account for you so you can sign in and translate all the strings from english>>latvian.
2) Don't know about that... hope there's a way the string can be loaded from latvian.txt or something like that in de Translator-systems-database, or else you'll have to copy/paste them all on the appropiate (???) place!

The already translated strings can be imported from the .txt you made, though if you based your work in 0.4.0.1, much of the work must be made again, since a lot of things changed in the meantime

Just contact MiHaMiX
