What has a bigger effect on city growth concerning transporting PAX?

Intercity or Intracity?

Trams are the solution if you want big towns.

gotcha.

but it does not technically answer the question of whether I shuold concentrate on linking towns together or just doing intercity passenger transport.

It's a combination of fast transport, time and distance.
If it take to long to transport passengers, earnings drop dramaticly or you even doesn't get paid.
Look on bottom left in the company list menu for pay ratings.

Trams inside a city is fastest for growth. I have seen a 500% increase in only 8 months, using a lot of trams.
