Odd behavior with new town names

The new test version of the US set includes two sets of town names, which I'm testing among other things. So I started a new game, selecting one of the sets. The game came up with the right names, all well and good.
I played the game for a while, then saved and quit. Later on I loaded the saved games. Lo and behold, all my towns had German names! But otherwise, the game was fine. And in the Game Options, it said my town names were "American" - that is, the original TTD American list, not the new ones. Which they weren't.
Then I tried an experiment. I went back to the TTD start screen. I looked in Game Options. The town names selected were English, which I think is the default. I set them back to the new US names. Then I loaded my game. And voila! the right US names were back.
I didn't realize it was possible to change the town names on the fly in the middle of a game, but apparently it is. How interesting. I don't think that's the way it's supposed to work though.
