their counted as trains though, so they go towards the limit.

It isn't the best thing. There are waaay better things.
I suppose it has a use as somewhere to put old carriages and engines if you don't want to use them yet, rather than losing them in the vehicles list.

Do they lose reliability at the normal rate even if they are stopped?
