When do these things start accepting things? If you can point me someplace that explains this I would be most grateful. I only have an oil well and dont know how to start picking up the oil? The tutorials dont seem to explain this.

You'll need to build a road upto the oil wells and build the cargo bay so the catchment area covers part of the oil wells... the little window should say "Produces (then a pic of a oil drum)" when its ok

While I'm at it...what do I do with the oil once the cargo bay starts producing?

You take the oil to an oil refinery. To be refined.

Accepts means stuff that can be dropped off there

like a cargo place next to a power station will accept coal
