You don't need to code it, just use Oskar's grf2grf tool, which converts a .grd or .exe into a .grf file.

I have updated it yet again. Becouse I found out it changes some buldings, landscape and offices. I changed the mouse animation. You can find it at the same address.
I was a begginer now I am a little more expirianced in such things.
BTW: What is a .grd.
