Ever seen a hovercraft in action? They're all terrain vehicles in the truest sense of the word. The only thing that might stop them is really sharp rocks slicing through the skirt. Sure, it needs to be reasonably flat, but there's no need to build dedicated areas ofr them to travel over. They can even travel over plantlife without doing any real damage.

It also depends on the principles of whatever is performing the hovering. Sure, an air cushion (with skirt) needs a surface to maintain the pressure that provides the lift, but since we're talking about future vehicles we might be talking about future technologies (Back to the Future hoverboards? Yey!) which can operate on any surface with the correct clearance (ie, lack of high debris or obstacles).
My personal wish is to see maglev (levitation, not necesarily propulsion or guidance) road vehicles, but this would require another road type, and therefore a rewrite of big chunks of the game. I'd also like to see the Bakewell Hovercraft able to navigate on land, except that there's not really anywhere suitable for it to go.

in the topic. Please carry on the convo in the correct place. Anyway, I give you permission to work on it. Also, if you did the helicopter thing, I wouldn't do it there, because think about what they call 'safety regualtions'. I don't think it would be a great thing to put there.
Anyway, I would love to see what you could make out of my idea. A preference is to put it on a 2x6 base.
Attached is a 1x1 template. You can use that to get you going...
