Country: I think, it is not Germany, because the number (99.4) does not suit the German number system, in this 600 mm locomotives have 99.3. Is that right?

You definitely should have erased that number from the front of the loco... Googled "locomotive 99.4-027" and got right onto these below...

Yes, I know. And because that I have not tried it with -, although it could be seen on the locomotive, I am a bit angry about myself.

I'm gonna take a guess of a capacity of 20, it seems very small.
