NewGRFs are extensions for OpenTDD. There is nothing to replace, you can download this files and activate one ore more for the next game. Some links with instructions:

When using savegames from the Public Server Archive the best way is first to download the NewGRF package. And read the notes for the reason, why OpenTTD sometimes complains about missing NewGRF files.

The game is more than just the grf files, so no.
You need to replace the binary, which means also the language files to avoid issues there, and any new files or versions of files in the data folder. At the very least.

Sure you can. You will just have to find a newer version compiled for your phone and overwrite the one that is installed.
