Why are you shocked?
This saved many lives. They are replaced by a yellow line and a double line of reflectors (one line at each side of the yellow line). Practically they didn't prevent cars from getting into the bus lane. Only that the car violating the bus lane should enter at a lower speed. And bikers couldn't enter the bus lane safely as I already said. But bikers are allowed in the bus lane, so they made things even worse.

Theres a bit more information on the Speeder here.

It also says that its an Audi TT

When clearly it isn't, looks like an Audi A4 Avant to me!

That´s neither an Audi TT nor is it good journalism. All referenced articles seem to copy themselves and can be traced back to only one original (?) source, namely the german article on BR-online.

- First of all, it´s old, from August this year,
- All those "statements" of "policemen" seem to be fictional. There´s no information about these in the original article.
- Especially,
But because this is a British vehicle we can never get a decent picture
is rubbish. Indeed "continental cameras" are usually placed at the left side of the road, but not always. They´re also placed on bridges over the middle of the lanes, etc., pp. But anyway, it´s very well possible to figure out someone on the right seat of a car, as can be seen as well on that particular photography. Only the face of the guy has been obscured by some sort of image filtering. Look closely.

Nevertheless, stories like these seem to amuse the British media without end. It could be even beefed up by adding a swastika armband to the puppet, n´est-ce pas?
