1978 - Abbotsford Freight Terminal
Pending the outcome in Vancouver, the team moved on to Abbotsford for another survey and another location.

A similar process of expropriations and land acquisition was initiated and the terminal was largely completed save for two lots required for the auto dealership's offices and holding out for a better price.

1979 - Victoria Freight Terminal
Pending negotiations to complete the Vancouver and Abbotsford terminals, the team moved on to Victoria with yet another site survey. The challenge here is that there will be considerable excavation in a region known for its environmentalism. Security would be an issue.

1979 - Prince Rupert Freight Terminal
Moving on to Prince Rupert, the now standard survey was performed.

The terminal was largely completed with a few properties remaining to be acquired. The local authorities insisted that the terminal's main offices be located on a group of undeveloped lots close to the center of town.

Meanwhile, the Vancouver local authorities finally allowed for the removal of roads, however the residents were less co-operative. Hopefully some will abandon their lots. Expropriations are still on the table.

1980 - Regina Freight Terminal
While the western terminal crew was waiting for decisions from the local authorities in Vancouver and Prince Rupert, the eastern team surveyed Regina.

The local authorities of Regina were very cooperative and the citizens were satisfied with a modest tree planting program. The Regina Freight Terminal was completed in short order.

A survey was made and the Jasper local authorities agreed to the locations, but they insisted that a modernization of Jasper Station be a part of the project.

1980 - Whitehorse and Dawson Freight Terminals
The eastern crew moved north to Whitehorse and Dawson, both served by WPY's narrow gauge line. WPY would agree to one general freight train from Jasper Freight Transfer to Whitehorse and Dawson and allowed the Terminal crew to add a platform to each station, provided a reversing loop be added to Whitehorse. The project was completed ahead of schedule.

1980 - Kamloops Freight Terminal
As the western Terminal crew was still involved with Vancouver and Prince Rupert and their merry band of environmentalists, the eastern crew moved on to Kamloops. As Kamloops was located in a narrow valley in the Rockies at the confluence of two rivers and was served by both CNR and CPR, it was decided that there would be little room for the construction of a dedicated freight terminal. Goods trains would be directed to use the receiving facilities of Kamloops Paper Mill and food trains would use Kamloops station.

Chapter 5 - VIA Rail

In May, 1985, it was decided that all passenger services should be combined under one department ... VIA Rail. The current roster, shown below, would be reviewed with a mandate to upgrade equipment with an eye to optimizing services and rebranding products while catering to local market needs. Tourist services would remain untouched due to their intrinsic historical value.

The two transcontinental signature trains were outfitted with the traditional GMD FP7s, with 1309 on the southern route in VIA Blue and 1409 on the northern route in stainless steel with scenic dome cars. The schedules were unchanged.

Next up were the three regional trains. These received BBD LRC-3 locomotives with light rail passenger coaches suitable for day trips into the regional centers. The Vancouver > Kamloops train had Jasper added to its schedule thus making connections to Whitehorse ans Dawson more convenient.

Three of the local trains were slated for review.

The narrow gauge WPY got new engines in blue livery. WPY insisted upon shared branding and the train was designated #1715 VIA/WPY * JAS - DAW.

The former CNR #12707 Budd/CC&F RDC service between Calgary and Edmonton was replaced with the UAC/MLW Turbo, an ideal route for this train due to its new technology as it passes the Jasper Engine Works R&D Center in case of unforeseen servicing issues.

The 1595 X10a Vancouver Metro service was retained as is, except for a name change to Pacific Metro, due to demand from the local citizenry to retain its unique flavour.
