I think if making them accessible to GRFs so can make our own water way designs like what people have done with road and railway lines will be a great idea.
Might even be able to arrange the rivers to control the boats like do with road vehicle on roads .. vehicles drive on there own side of the road. Boats can travel to there own side of the water way depending which way they travelling.
Wonder if be able to add tunnels to the water ways like it is in documentaries I seen of the UK?
Not sure if these could be implemented but be good if could.

Technically you can already have custom waterways, you just need to design them as a track type and use trains that look like ships. V453000 did just that with his NUTS if I understand it correctly. Obviously it's not the same as "NotRiverTypes" but it's a currently feasible alternative.
